At a glance: CBD wholesale can cover various products and services whose legal requirements depend on their use. Medical cannabis, by contrast, is governed by Germany's separate Medical Cannabis Act (MedCanG) and follows a regulated pharmaceutical distribution channel. Buyers should first classify the product, then compare suppliers and prices.

A retailer wants CBD products, a brand owner needs printed packaging and a pharmaceutical company wishes to source medical cannabis. All may appear to trade products related to the cannabis plant. Yet product flows, required records, responsible businesses and legal frameworks differ considerably.

Distinguishing these markets early helps B2B buyers make targeted enquiries and avoid unnecessary delays. This guide does not decide which business model is always commercially superior, but explains which sourcing channel fits which business idea.

1. Three business areas – three different starting points

01 · CBD & HEMP

Products for business buyers

For example, raw materials, packaging, cosmetics or product-related services. Lawfulness must be assessed for each product and intended use.

02 · MEDICAL CANNABIS

Regulated pharmaceutical distribution

A pharmaceutical market with specific licences, quality requirements and qualified participants.

03 · NON-MEDICAL

Not an ordinary wholesale market

Germany's Consumer Cannabis Act regulates matters including home growing and non-commercial cultivation associations – not unrestricted commercial wholesale to retailers.

Important: In the CBD segment too, a product name alone does not provide legal clearance. Neither “CBD” nor a low THC figure automatically establishes that a flower, extract or oil may be sold through a particular channel.

Germany's Federal Ministry of Health explicitly describes medical cannabis as a separately regulated area. Its basis is the Medical Cannabis Act. Section 4 MedCanG requires a BfArM licence for certain activities such as trading, importing, exporting or manufacturing. Exceptions and the precise licence scope must be considered individually.

3. What retailers should clarify first about CBD offers

If you want CBD products, packaging or private-label services, do not start with a product name alone. A description of the actual project is more useful:

  • Product and application: Is it a raw material, a cosmetic product, packaging or another specific product?
  • Sales market: In which country and through which channel will the product be offered?
  • Scope of supply: Do you need finished goods, or are design, filling and labelling part of the project?
  • Supporting records: Which specifications, batch records and laboratory documents are available?
  • Total costs: How do minimum orders, shipping, packaging and replenishment affect the actual cost of supply?

For private-label projects in particular, a short route to manufacturers can be attractive. Direct contact does not automatically mean the lowest final price, however. The total cost per saleable unit and the quality of the working relationship often reveal more than an isolated unit price.

4. When businesses enter the medical distribution channel

Cannabis for medical purposes within the meaning of the MedCanG involves a different framework. This market is not equivalent to a general CBD supplier directory. Trading, manufacturing and importing have specific requirements; BfArM lists evidence of a wholesale licence under section 52a AMG or a manufacturing licence under section 13 AMG among requirements for pharmaceutical wholesalers.

This is particularly relevant to businesses moving from general trade into pharmaceuticals. Existing hemp producer contacts or CBD sales experience do not replace required permits. Retailers should likewise not seek to buy or offer medical cannabis through ordinary CBD sourcing channels.

Practical note

Before entering medical cannabis distribution, businesses should discuss intended activities with the competent authorities and qualified legal or technical advisers. BfArM publishes guidance for traders under the MedCanG.

5. Why recreational cannabis is not an unrestricted B2B wholesale market

The rules for non-medical cannabis in force since April 2024 have caused many misunderstandings. Legalising certain forms of private possession, home growing and shared non-commercial cultivation does not create a general right to sell THC-containing recreational cannabis commercially to retailers.

The Federal Ministry of Health explains the separation of markets: non-medical cultivation associations and medical cannabis supply operate under different legal frameworks.

6. Practical example: one enquiry, several requirements

A retailer wants to assess branded packaging, a lawful cosmetic product and a hemp seed range for their store. A combined B2B enquiry can help organise the project instead of three unstructured emails. Each product group still needs suitable contacts and, where applicable, specific documentation.

Support may range from initial classification and finding suitable producers to coordinating packaging, design and quantities. Contracting parties, invoicing and responsibilities must be clarified explicitly: coordinating an enquiry does not mean every product comes from one seller.

Medical cannabis involves additional, separate prerequisites. A general CBD enquiry does not grant access to the pharmaceutical distribution channel.

7. Checklist for a better B2B enquiry

A good enquiry should include the following information as fully as possible. This helps identify suitable suppliers and services more quickly.

Check before first contact

  • Which specific products and services do you need?
  • For which market and use are they intended?
  • What quantities, packaging sizes and reorder intervals are planned?
  • Has the product category been legally assessed and documented?
  • Who should manufacture, package, supply and invoice the goods?
  • Which records and quality documentation are required?
  • What delivery times and total costs are acceptable?

Conclusion: choose the product category before the partner

CBD wholesale and medical cannabis are not two names for the same distribution channel. Businesses that clearly determine product category and intended use can find the right contacts, compare offers and recognise legal risks early.

For commercial CBD projects, a coordinated network of producers, wholesalers and packaging providers is particularly useful when several services need to work together. The medical market remains governed by the regulated pharmaceutical channel.

Frequently asked questions

Is CBD wholesale the same as cannabis wholesale?

No. “CBD wholesale” does not describe one uniform pharmaceutical category. Medical cannabis is separately regulated by law. The specific product, intended purpose and planned distribution channel are decisive.

Can every retailer sell medical cannabis?

No. Activities requiring authorisation are governed by the MedCanG and, where applicable, pharmaceutical licensing requirements. Details depend on the activity and statutory exceptions.

Is a low-THC CBD oil automatically eligible for sale?

No. Relevant factors include intended use, ingredients, presentation and applicable rules. CBD as a food ingredient may, for example, be subject to novel food rules.

Can a B2B platform coordinate several product groups in one enquiry?

Yes, a central enquiry can combine several needs. Offers, contractual relationships and invoices may still come from different providers for different product groups.
